It is a lyric from an old Spike Jones tune, "Cocktails for Two", which basically is normally left out of the song to make it acceptable for singing. Glenn uses it to go with his pelvic thrusts to let you know what he wants to do. the whole phrase is Giggity Giggity Goo, emphasis on the Goo.
