what does this mean? did they get the letter or not?

this was sent to a judge,shows it was delivered to post office,but not signed when i got the card back

Ask the Post Office to know what the cards mean.

It means the letter was delivered to the address you put on it. Check with www.usps.com, there is a special way you can send a letter where ONLY the person it's addressed to must sign for it. It's something like "restricted delivery", but it works great!

You can track the letter online. Use the number at the bottom of the sticker/card. You can print a copy of the confirmation of delivery. It is unusal that no one signs, I have never had that happen. I have had them use a stamp for signature though.
