actually there are many ways to spell haruka in kanji so i can't tell you the exact definition of the word (name), but usually 'haru' would be spelled '春' which means spring, and 'ka' would be spelled either '香' which means smell/scent or '華' which means flower/glamorous.
i don't know if these would fit your clan name, but here are some suggestion..
