Nobody "allows" it. Nobody controls the web. That's the beauty of it - anyone can put up a site and post whatever content they want. Yeah, you get the occasional knucklehead white supremist, sappy blogger, and religious fundie. But you can also get entertainment, information, and learning. People can search out long-lost friends, they can take classes, they can read their home-town newspaper even though they live 6 states away. Pretty impressive, if you ask me.
