Good question. I assume you mean in today's Pro Bowl football game. Usually, it is just habit, since for many years, coaches have known that someone could read their lips and learn the next call. (This happens in baseball as well. )They usually cover up their mouths, to be sure someone can't get a hint of the next play.

This is an exhibition game, not an official NFL season game, so the network is given special permission and allowed to broadcast the transmissions of the coach's play-calling. The other side's coaches and players cannot hear the audio of the tv show during the game; however, someone in the stands might be able to pick up the calls through lip-reading. So, just to be sure, they cover their mouths with the sheet that has the plays printed on it, or with their hands.

That is a common practice among football coaches -- they want to insure that no one is trying to read their lips and steal the plays. It happens regularly in baseball as well.

IF THE OTHER TEAM CAN SEAL YOUR SIGNALS, THEN IT IS QUITE EASY TO HIRE SOMEBODY THAT CAN READ LIPS.

IF YOU HAD A CAMERA ON THE COACH ON THE DURING THE SCOUTING FILMS, THEN YOU WOULD KNOW THE ENTIRE OFFENSE AND DEFENSE.

YOU WILL NOTICE THAT DURING A BASEBALL GAME, THE PITCHER AND CATCHER WILL DO THE SAME THING WHILE ON THE MOUND. THE CUBS WERE KNOW TO STILL SIGNALS FROM THE SCOREBOARD AND HIRE A LIP READER BECAUSE ALL THERE GAMES WERE TELEVISED.

the coaches and players at the nfl and even college levels have developed skills and then can adjust their defenses accordingly that is why nfl coaches cover their mouths with the clipboard

Because the other team isn't watching TV at that moment, they're on the other side of the field discussing plays.
