im told that any higher then 12 inches of water can pop goldfish eggs

so what is a recomended water level (in inches)

Nope, you need not worry about popping eggs with water pressure. Fish eggs are surprisingly tough and it would take far, far deeper water than a home fish tank to harm them. Don;t sweat it at all.
