Is there really any system for desigating what defines a road, street, lane, etc.
I've seen apparently identical neighborhood streets adjacent to one another, one was a "road" and one was a "street"

There used to be a reason - taking into account traffic, whether it lead to another town, road width, whether it was a scenic drive, etc. These days, its an arbitrary term affixed to the end of the name.

I know in my old county, Places Terraces and Avenues all ran East to West. All the other Roads, Streets and Ways ran North and South. I was taught to use PTA to remember which ones went together.

Edited to add, the Boulevards also ran East to West.

Nope, whoever names the road, street, boulevard, etc gets to decide what it's called. They're all the same.
