Some Dairy Queens do--but they usually won't admit that on the phone
Some beach clubs, and other summer only places hire at 14, and some restaurants hire 14s for bussers.

First of all, I think it would be a good idea for you to check your local ordinances. Laws and regulations vary from state to state, maybe even from city to city and you might not have the right to work at 14. Talk to your parents, they know better than you.

Any that think they can get away with paying you less than minimum wage. I understand you want to work because you would like to have extra money but they are going to take advantage of you because of your age. If you insist in pursuing this try McDonald's or Wendy's. They are the most likely to give give a fair deal.

Depending on your state, many do. But you won't work many hours. Check the Labor board for your state, Start a resume,
even if there isn't hardly anything on it. It will show you are sincere and have drive. You'll probably need a work permit, parents permission, etc...

check up on your local state and county laws , you should be able to get a work permit with your parents permission . also most places will require that you take a health test , its easy , they just want to see if you have enough common sense to handle food properly
