Having just had a pirate party for my DD I had to take a stab at this. We started with hats for all the kids. We found large brimmed straw hats on sale. We folded the brim up and tacked it to the hat part in three places to make tri-corn pirate hats. We sewed the hats at the tack points but you could also pin them from the inside with safety pins.You could have the kids add decorations if you wanted but the hats were pretty cute just plain too.

Trace or copy some of the symbols from here to construction paper or have the kids do it. http://tinpan.fortunecity.com/lennon/897/flags.html Then cut them out and the kids can either make their own pirate flags or combine forces to work on one for the party. (Making one for the party can be a nice activity to do while waiting for everyone to get there.)

eye patches!!!
All you need is ribbon and cardboard with the holes punched out for the string-
now let them decorate the patches.

The above poster's suggestion is great! You may be able to pick up the wooden hinged ones for $4 a pop at hobby lobby- and at the same time, you can pick up the colored plastic gems to be glued on.
(You can spray paint them gold before hand)
These can be the containers for the party candy!!!
You can pick up card board ones- or if you dont' mind the work, you can construct boxes out of paper mache for pennies.
(Use a block of wood covered in plastic wrap as a mold so the paper will not warp as bad when it dries)

a friend of mine did a pirate party for her son. They made invitations by collecting used water bottles and writing notes to put in them.
Party favors could be those little treasure box shaped plain boxes with gold coin candies, costume jewelry and such. The kids could even be occupied by letting them decorate the chests themselves. You could also make little cardboard or wooden swords for the kids. The birthday cake could be water with a ship on it, there's all kinds of ideas if you're willing to pay the money for the supplies.

How about having each kid make their own pirate outfit? You could supply things like hats and eye patches, etc. I am sure these are available at party stores or maybe even somewhere like Target or Wal-Mart...
Then get a bunch of craft supplies... glitter, paint, glue, various little decorations. Set up a COVERED table for kids to go nuts trying to create their own outfit.
You can then take pictures of each kid in their outfit (it would be nice to send one to each in a thank you note -- or even you can make individual thank you notes out of the pictures!)...

you can buy lots of pirate clothes and have relay races with them by seeing witch team can put them on (over their clothes)and then taking them off faster
