Virgo is on the ecliptic, which means that it changes its position with respect to the equator over time. Currently, Virgo lies right on the celestial equator, meaning that it is in both hemipheres.

As time goes on, however, it is moving farther and farther south, and in a few thousand years it will be entirely in the southern hemisphere.

Virgo is a constellation, and there are no constellations ON either the northern or southern hemisphere.

If you meant is Virgo IN THE SKY over the northern or southern hemisphere, the answer is its in the skies of the northern hemisphere.

The consellations of the zodiac are equatorial and are thus seen from both hemispheres. They are viewed the opposite way up in each hemisphere.

Since Virgo is one of the zodiacal constellations, it is in visible in both hemispheres. If you live in the north, it's a spring constellation.
