Hi. A gloss surface reflects light in pretty much the same direction, resulting in a more reflection like surface. Matt paints are rougher and tend to scatter the reflected light.

Gloss paint is fairly flat, so the light all gets reflected in the same direction. Matte paint looks more like jagged edges (like a mountain range) which scatters the lights in many directions.

Gloss paints form a smoother surface so light reflects off of them relatively well (which is why you can see your reflection in glossy surfaces). Matte paints, on the other hand, have more irregular surfaces which scatter light. More scattered light means less light traveling into your eye to form a nice crisp image.
