When you turn Norton Internet Security on it turns on the Personal Firewall. You need to configure the fire wall to allow your internet connection to be accessed from your computer.

This may be a firewall conflict. If you are running a hardware f/w [via a router] and/or the O/S firewall is enabled there's a good chance of a conflict.
If you must run Norton, make sure all other F/W's are disabled...

..... maybe switch to another security system.... Norton's security has a habit of putting unauthorised block's in your O.S. and 2 of my computer's were stuffed until i uninstalled and replaced it.... Spyware Doctor, has excellent security....
