Could be a faulty thermostat, or it is the cooling fan coming on and is set to come on when the coolant temp hits 89-90 and shuts off when it gets back down to 70.
The cooling fan only comes on when needed as they draw a couple amps which means the alternator has to work harder meaning more power is drawn from the engine to provide power so they only come on when needed so the engine always runs at peak economy.
Seems a bit of a wide margin so there might be a slight fault in the ECU programming.
You can take it to a performance tuning shop and have the ECU remapped.
This will also provide you with the best performance with your type of driving.
Hope that helps for more help visit the pit stop

that is the normal temp for a peugeot 306 , it depends on the fan switch that is fitted ( either in the rad or on top of the thrmostat housing depending on model ) , they are colour coded and your local peugeot dealer will be able to tell you the right temp the fans should come on, but on some models it can be as high as 95 and and low as 80 depending on the engine . its nothing to worry about unless it goes up past 100 then it means that its overheating .

Contact peugeot and ask the temp that the fan cuts in and off
If the fan is cutting in late then the fan sensor controll switch is at fault, if it is, its a cheap and easy fix.
