The perpetrator by definition is ALWAYS the more evil.
That person makes a CONSCIOUS decision to DO evil.
Someone watching maybe stunned by what he sees and frozen into inaction or simply unsure what to do.
It's a simple lesson in history. Many otherwise good people were guilty by association and inaction for many atrocities in our past.
