Hi, I realy doubt that its your damp proof course, it could be that you have not got suffiecient drainage around the areas affected outside?...I had similar problems some time ago and decided to use 'Santex', or a gud exterior paint to help protect the areas affected, but initially, remove the mould with a pressure spray..or a gud hard brush, then apply. I also found it a gud idea to do this in the summer months, after the walls have a gud drying out period.

If the damp and mould stops four bricks or so above the bottom of the wall this means the damp course which is situated about there is doing its job.Sounds like you need to improve drainage around house sometimes it is caused by paths or hard areas that have been laid sloping towards the house instead of draining away.If it is soil below damp then dig in some gravel to make it more free draining

start at the top ..is there guttering above this area! ..if so is it leaking .. if it is fix it first .. next ..is there two bricks between the dampcoars and ground level .. there should be ..if not then lower the ground level until it is ....next are there bushes and vegetation around this area ..if so either thin out or remove ..this will stop the flow of air and create damp ..next clean off all moss and mould and spray area with a disinfectant .. in case it is a mould ..as they have spores
