Do to certain artificial hormones in our foods these days, the age for puberty to start is lowering. While they may be jealous, you can't help it. Luckily (or unfortunately) for you, in this culture large breasts are considered attractive. Just tell her that one day she will develop too, that until then, don't turn her envy into hate.

Its just jealousy. At that age, girls are going to find something to say about anything and everything. That just means they are jealous of you. You know your boobs are real. If she had any common sense, she'd know that doctors wouldn't even perform the surgery on someone as young as you. You're still growing. So that means... she's stupid and jealous!
