It depends what you mean. Technically, we are all composed of many living entities that are interdependent. Cells, vessels, bones, marrow...one could say these things are civilizations. They are living, and depend on each other to live.
Also, it is possible that there is another quantum world within all empty quantum space. That means there could be a civilization or multiple civilizations inside of you.

I suppose that if there were intelligent beings small enough, they might indeed create civilizations inside the human body. I have yet to meet such a being, however.

As above, so below; as without, so within. Given experiencing life via a "high" state of consciousness, perhaps in the buddhist/taoist, or other esoteric tradition, you become "everything", and are connected to all, seamlessly. So, yes, "you" are, if only momentarily, when experiencing such state.
