Since I don't live in your area I can only suggest starting your search with a Rat Directory like the Ratster http://www.ratster.com/
This directory is made up of breeders who breed for pets only so care is taken in their breeding program to produce quality rats.
I've paid anywhere from $2.99 to $25.00 for my rats. I would say that you can get a wonderful boy for $10.00 or under, if you find a breeder in this directory.
Note to Faith Anne: People who take the time to look for a rat from a breeder are looking for pets. Feeders are purchased cheap at pet stores. Please take your disgust of pet rats else where >: [

I get mine for $5 from a very reputable family owned pet store.
You really pay too much for ratties.
