international law is a beast that says [in affect ] if you can enforce obeyance to any law it is lawfull ,
ie might is right if you can cower others into acceptance ,hence dictators that violate laws yet dont obey human decencies are still accorded by international law a defacto legitimicy ,because it is proven to be enforcable ,by sociaty accepting it [obeyance]

What he really means is that those in power have a plan to eliminate the whole idea of "nations" and unite all humans under one government, which will be a "just" and "generous" government based on their own ideas of "just" and "generous." Putin is merely saying so in a way that we will agree with. What we would need to do (and which almost no one will do) is ask the next logical question: What is the alternative? Rather, they will do as they are being conned into doing: become "disaffected."
