I would ask for a personal day at work and if possible ask your spouse to do the same.
Then make arrangements at your husband favorite restaurant, or one that you went together when you just met. Some restaurant can work with you to prepare a table in a romantic way. Try to get somebody to babysit your daughters.
While you're in the restaurant you can ask a relative to prepare you bedroom with flowers, scented candles and a big heart of rose petals on your bed with your gift in the middle and with a note thanking him for those 23 years of marriage.

I think the thing he would appreciate the most is for you to arrange for a babysitter, talk to his boss and tell him you would like and need a weekend away, get a fri or a mon off and go away for the weekend. pack for him and yourslef arrange everything and pick him up in a limo if you can afford it or get a friend to drive you and go away and have a wonderful weekend with just the two of you. Since you work different shifts you could have a nice romantic setting waiting for him with his favorites. Like if he like to watch TV when he is winding down, if you have a tv in the bedroom lay out him some nice or new pajamas with the remote, his favorite type of nut and his favorite type of beverage. Or do some of the things he routinely do for him. Its the thought that counts.
