The teacher is supposed to but a lot of times the student ends up having to hold themselves back for fear of punishment while the teacher embarasses them...

My first thought is the teacher. But it's not always so cut and dry. You have to remember that teachers are human also with all of the emotions that everyone else has. Depending on what is going on in the classroom and how often disruptions have occurred, it's quite possible and sometimes it does happen that the teacher gets down an dirty with the students. Is this the right thing to do? No, not by a long shot. But sometimes teachers' have moments where they just forget where they are and lose control. I am not trying to make excuses for the teacher, but sometimes they need a break too!

The teacher, but in reality everthing but the blackboard is immature in most classrooms.
