The vast majority of graphic designers begin through freelancing and do not have degrees in the field. However, there are many colleges that offer degrees in related fields, but as I do not know your area I can't really give you a list.

Most people just mess around with Photoshop, Illustrator, and the like until they are proficient and just begin freelance work. Worth1000 (http://www.worth1000.com), SA-Mart (http://forums.somethingawful.com), and Elance (http://www.elance.com) are good places to find work.

Then build up a portfolio online as well as in the real world for local work. Begin propositioning small businesses in the local area in need of logos, web sites, etc.
