For most PPV's it's the same 20 wrestlers. Why not "clear the bench" and put in the Jimmy Wang Yangs and Funakis too?

Yeah there definitely should be one. It would be pretty interesting to see. It would even be better if they made it for some kind of championship. Like the Intercontinental title or the United States title. That would make it much more interesting to watch.

I think there shoud be a repeat of Wrestlemania 2000 and have a Harcore match to determine the new Hardcore champ.
There also should be a Buck Naked battle royal for the Women's Championship between every WWE diva.

That is not a bad marketing ploy because that would be the time that the concessions stands would do the most business, but I don't think it would work for PPV.
