I buy a connection with 2048 kbit. in internet speed. But when running the speed test it says only 1723 kbit.
Is it fair that I should pay full price when I recieve 15% less in speed.

Yes, you can pay, the mentioned speed is the maximum speed possible, the speed gets lowered for different reasons.

There are so many variables in Internet connection speed tests. One of them is the amount of traffic on the Internet at a particular time.
Probably closer to the truth however, is that most if not all Internet Providers oversell their bandwidth. What that means is that they are going by averages as to how many people are on at them same time - and whether they are just doing email or downloading huge files. More traffic = slower download speeds.

It is funny - I am with Verizon DSL and I can tell when all the kids are home from school and checking out their MySpace accounts or whatever - the download speeds go down like clockwork.
(I should add the kids not checking their MySpace accounts at school because they have figured out they can use proxy servers to get around the school's firewall.) :)

To be blunt, no, it isn't fair at all and it's downright bad business. But it is normal. Most download test speeds will vary though because of network traffic and a whole host of "other" factors.
I have a 3MB up and 256MB down transfer rate but the only time I actually achieve these rates is late at night, when there is no congestion and then only when you can find a decently high speed place to download from.

There are things you can do to increase the speed. Get a program called TUNE UP UTILITIES and although it costs, you can download it free and use it for 30 days before it expires and by that time you would have sped up your pc and internet speed. In that program there is a feature that says INTERNET OPTIMIZATION and it speeds up your internet by tweaking the computer settings.

So do a search on download.com for that and also go to the site below and run those. You'll get a speed increase.

If you are looking for a perfect ISP or internet connection, wait 20 more years :) but let me not deter you from searching for the real story here. But back to reality ;-P. There is not a perfect ISP or internet connection in the planet. Mine is supposed to have a speed of 386 I think but I get over 410 kbps a lot of times so who's complaining ;-)

no because that's BULL! you r paying more than you should and are running slower than you should. call your internet provider and tell them your problem and also ask for tech support. I have SBC Yahoo AT&T and they are good at fixing this type of problem. Sometime it may be your modem you are useing. This may not fix the problem for you but it works with me. Turn everything off.

and then when everything is safely shut off, unplut them

then wait for 5 minutes and plug what you unplugged back into the wall and turn everything you turned off back on. If there are no differences, then repeat the process and unplug the device. It works with my computer all the time. Hope it works for you

Stop complaining. That is probably the Maximum speed. Would you complain that your car, which had a maximum speed of 120 mph, would only go 110 miles per hour up a hill?

Not fair at all. Switch to someone else! Or a different bit size. One for less money. Call the compant where you bought the bit size. Tell them to stop ripping you off, our you'll take your buisness elsewhere.

there can be many things that will effecty a connection can be the type of wireing you have and your signal strength . you will never get full speed from a internet connection

it is better to go in for a high speed internet tariff .
