Don't get in to spending too much money. Go for thought instead, if thought isn't appreciated at the beginning of a relationship then it never will be!
Flowers and chocs are always good, even if a little predictable.
Make a card instead of buying one, works out about the same price but means so much more. Make dinner, don't bother with the restaurant. If you live with your parents still then ask them if they don't mind vacating the premises for a couple of hours! In fact, if you had the money offer to pay for their meal in a resataurant while you monopolise the kitchen at home!
Champagne (or if money is tight Asti is sweet and Cava is dry) is always good, again I don't know your age, if not then a sparkling non alcoholic wine is nice, doesn't need to be expensive.
Bake a cake or cookies. Guys don't do this often enough!
Dinner could be melon and smoked salmon starter, easy to prepare in advance. Pasta and sauce, or a pizza (a cheap one from a shop with extra toppings of your choice, a pepperoni shaped heart?) for a main course. Dessert, chocolate gateau or home made cake, lots of choc and cream is always a winner, or choc ice cream with strawberries and sprinkles.
Pick some flowers and leaves from the garden or a walk in the park (together?) and use them as a centre piece for the table.
Buy some foil confetti, you know the metallic stuff people put in cards and invitations? Sprinkle it on the table. Sparklers in the dessert. Little touches that mean you have thought about it.
Perhaps some tickets to see a movie after dinner, they can be put in the card.

You should MAKE her a card or flowers. since i'm going to have a one year with my girl on valentines day, imma make her a compilation thing about the important dates we had of every month. So if you think this chick is the one, start marking dates from every time you had a fun day with her or something including your first time knowing her. (=

Cards are always nice. A cute teddy bear. Candy is nice but kinda boring. Or a gift card to her favorite resturant.
