I talked to everyone around me and nothing happened, I also went to Wizard's Tower, and talked to every wizard, and talked to the people in the bank. I don't know what to do...

He has yet to strike the wizards tower. after seeing this you are now in the "club" of the millions of us waiting for him to do something. Rest assured when he decides the time is right to steal his supply of runes, Jagex will let us know... It will probably be a sequel to Swan Song.
