It depends where you are, in the tourist district yes, if outside then no, you could easily be killed for a few dollars.

India is a safe place to go. I haven't been to Mumbai, but I know people who have who really liked it there and I did work in New Delhi for a while. I never felt under threat, no matter what time of night I was out. I would say identify a taxi driver you can use regularly and arrange to be picked up at a specific time if you really want to be on the safe side.
As with anywhere there may be those around who might try to take advantage, but keep your wits about you, don't do anything silly and you will have a great time.

Taxi or rickshaw will be fine. India including Mumbai is safe for women (in fact it is so safe, a woman was groped in Mumbai over the New Year by drunks and police were investigating. A woman getting groped was so unusual, it made the nwws for a good few days after with progress on the police investigation).

Just make sure you know how to get back to the hotel as you will have to give directions. There is no such thing as The Knowledge in Mumbai so the drivers can take you to the suburb you are staying in but then you will have to direct them. Also bear in mind, rickshaws do not run all over the city but where they do run, they are generally quicker and cheaper as they are smaller and can run in between traffic easily.

taxis and rickshaws should be ok, if you can pre-book or use a taxi company that are connected with your hotel, that is even safer. But when in India I always prefer rickshaws - they are cheaper and you can just get out!
You say 'we' - I hope this means you are travelling with a friend. Whilst I've never fely unduly unsafe alone (a bonus to the different treatment that females get!), anywhere is safer as a duo or more. (not to mention fun!).
As for the cost, ask a couple of people what the fare should be. When you ask the driver, half his estimate and start from there. be firm and walk away if you need to.

Have fun!

I lived in Mumbai three monthsa and it is pretty safe - if you are with someone else I would not worry at all, take a taxi late at night though as they are easier to find, and make sure your hotel knows you wil be late, sepeically the cheaper places as sometimes they lock their doors so the front desk guy can sleep or they even lock their gates
