I believe scale refers to another version of the same object; while proportion refers to parts of one object.
EG:
- A map is a version of an area on a smaller scale.
- A baby has short arms in proportion to it's body (shorter than than an adult does; a baby can't reach over it's head).
Scale relates to proportion in that the scale is a proportion of the original size. A model may have proportions of 1/16th the size of the actual object, making it's scale 1:16.

if you change the scale of an image the proportions stay the same. The scale is a general size of the entire thing that is stuck in a certain ratio. ex something that's 4" x 6" can be scaled up to 8" 12" Proportion is the size of things relative to one another. you can change each measurement individually to change the proportions of the image. 4" x 6" has a different proportion then 5" x 6"

Scale is usually used in the size of an object. Take toy cars, you get a 1/64 scale toy. If you reduce the scale 64 times the car would be life size. 1/24 scale 24 times, see what I'm saying?
Proportion would relate to how other objects around it are sized. take the same toy and put a barbie doll next to it. the two are propotionatley incompatable.
When dealing with proportion in anatomy, it's how the different parts relate to each other. Are the legs to long or are they just right. If they're just right they're proportionate if not they're out of proportion.

From what I have read Friedman switched from a Kensian to some one who was basically an Austrian economist. Monetarism is the in between stage- becuse even though he hated the fed- he was not sure the best way to get rid of it.
