Let me guess - it has one of the little "eraser" buttons in between the keys of the keyboard (usually right above the "B" key).
Those will wear out and begin to "short out", sending signals to the laptop that make it think you are move the "eraser". And off goes the cursor all over the screen.
(Also see these on some of the laptop with only a touchpad - but not as common.)
Unfortunately, the only solution is to replace the keyboard (or palm rest that holds the touchpad). Because of the difficulty involved in replacing the parts, Dell will not sell the parts to "normal people". You have to be certified with Dell to work on their laptops to get the parts. So you will have to take it into a repair shop to have it fixed. (Sorry)
I have been doing Dell repairs for several years, and this is the most common repair I see on their laptops.
