This can vary by country. Lets assume the US.

Every transfer of title should be recorded. It is legally possible that a seller and a buyer would sign a deed and then not record it. Very unlikely but it does happen in specific circumstances.

With that said check the county records to see who is on title. Also check the tax roll to see where the tax bill is sent. If someone owns the property in a trust then you will only see the trustee's name on the title that is recorded. Most people do not use a trust so most of the time title documents will give you the name of the owner.

Try the county clerks office or the appraisal district. Sometimes the tax assesors have the info too.

town assessors office of that town or city..and give them the street address and they will tell ya who owns the house
