Sometimes when people write something, they are more interested in impressing others with what they know - that they cannot express their thoughts clearly. Your sentence is a perfect example of this.

REWRITE:
1.Some people do not believe relationship marketing can deliver a competitive advantage.

2. Some people think it can.

3. And doubt has been raised on how much impact it can have.

Cast over is a figure of speech that is similar to the idea of a "cloud casts a shadow over the house". Also you can think of the word overcast, which in a weather sense means cloudy. Literally is means that doubt is covering how much this practice can soak into the domain of this marketing theme.
