I was curious. I'm a J-Pop Fan and I want to buy music through iTunes. Yes, I know it's a crap selection on the US store. But that's just the US store. There are tons of J-Pop songs in the Japanese section. Now, to the question:

Can You Buy Music From Japanese iTunes if you have a US iTunes Account?

Or, Japanese could be replaced with any other country as long as it's not the US. I was curious because I was going to buy a gift card for $50 but I might only need $25 depending on if they have J-Pop music or not.

No you can not. iTunes are only liscensed to sell any particular song in only the country or countries the liscense gives them the right to. Every country has its own seperate distributor and that distributor allows iTunes to sell their 'product' but only in that country is it legal. If iTunes has the right to sell a song in the UK and the USA then you would think you could purchase it from either one, but they don't allow any interchanging and only allow you to buy from your own country, where the song being bought is legal according to the liscense given iTunes by the distributor.
