In the states we call it a transition molding. It is made to go between two different floor heights.

You will have to take up the finished floor to leve it by using a mixture that resembles cement but made for floor leveling. just pour it out and it will seek its own level

You need a floater. This is a sheet of material that goes under the vinyl or linoleum to level out the surface.

Maybe you can add 1 cm of subflooring to the lowest floor? Sorry--that's all I can think of right now!
