Start with a google search. Use the product/service most closely resembling your business. Go to each site and check it out for yourself. Base your decision on your own observations

It really depends upon the product or service you are advertising.
For example, if you are selling baby items, then a site that a lot of moms visit would be your best bet - if you were selling car parts, then you'd want to advertise on a site that attracted a lot of men, mechanics, etc
You can use sites like http://alexa.com to check out the traffic patterns of sites you are considering.
Who are the people who would be interested in what you're offering? Are they kids, young women, grandfathers? What do they like to do in their spare time? Where do they live?
Imagine your 'standard customer'... and make a list of everything you can think about that makes him/her special. The things that person does in his spare time, where she lives, what kind of car he drives, how many kids do they have, what hobbies do they enjoy?...all these factors will sort of help lead you in the right direction about where to advertise. The advertising must be placed where your typical customer hangs out!
Don't forget the repetition factor...your potential customers need to see your ad about 6 times before they are likely to act on it.
You can use a service like Google Adwords to market by your keywords.
http://infousa.com is a good source for mailing lists. They used to have a service where you can give them your customer's phone numbers, and they can tell you what those people all have in common, helping you create your "perfect" marketing/advertising plan..and what kind of list you could buy from them. I haven't done this, I wouldn't want to share my customer's info, but they do say it will be kept private and only used for that purpose.

One of the best advertising sites is a directory of where to find them. It provides loads of resources to them.
