Why do you want to change it? If you know you have a good reason, then do the following. (below)
If you are at a school or business--- don't change it---you will mess them up. You may find that you can't even access that area of your computer. If you are at home, you probably are using Dynamic-IP which means your Internet provider sends you an IP everytime you go online. You don't want to change it in that situations. If you have a Static IP, it means your Internet Provider has assigned you a specific IP address to YOU. don't change it unless they tell you you have a new IP.
Start-Control Panel-(if you have Category View) click on Network and Internet Connections- Network Connections) If you have "Classic View" With all of the icons listed, go right to Network Connections.
double click Network Connections-RIGHT click the connection you want to change "Local Area Connection"-click on Properties-go to the General Tab, scroll down in the middle window until you get to Internet Protocal IP/TCP/IP-double click on TCP/IP. Again, go to the General Tab. You IP settings are there.

It pretty much depends on your setup. There are dynamic and static IP addresses. If you have a router.. more than likely that is picking up either a static (stays the same) or dynamic IP from your service provider... and will probably act as a server, allocating IPs to your PCs/laptops/printers etc.

Unfortunately every IP is unique to a particular machine so that it can be tracked and you can not change it.
