Generally speaking, cultural broadcasting is attempting to entertain or teach it's audience w no underlying purpose to sell something.

Commercial broadcasting would be directed at , or supported by the desire to sell the audience a product or service.

They are similar because they both are hoping to improve their audience, one by learning, the other by obtaining a product or service which will presumably make your life better.

Their differences might include the scarcity of cultural when compared w commercial, & the type of audiences they attract.
