One word answer, Resign, after all the mistakes and corrupt behavior he should do that but I do not think he will. He has never done the right thing through out his adult life.

He could launch an investigation into Cheney's role in supplying false intell and suppressing info that went against the Iraq invasion plan.
He can also ask Cheney to resign for conspiring to oust CIA agent Plame.
He would regain respect both here and abroad.

to bring up his rating he would have to be a victim of a horrendous crime. he would need the support of his contemporaries. not going to happen.
