just cause a dog kicks its feet doesnt mean it tickles...means it feel good. my dog is ticklish on her knees just like a person. she will push at me and wag her tail and roll away from me. but when i scratch her and she kicks she never tries to get away. So i dont think that that means you are tickling them.

its hard to tell, because i have a cat and i scratch his belly and he either jumps up then shakes or he wiggles around on his back.so i think that animals can be ticklish.
