The question you've asked is difficult to answer briefly, however, I believe that, the root of the answer lies in politics. Governments must be accountable for the actions that they take in the name of their nation's. Wars, cause advances in technology--which can be in a nation's best interest, while the action itself can be reprehensible. Unfortunately, poverty is often related to failure to distribute wealth among the people of a nation; generally couple with homelessness. As you see one act of unaccountability breeds another area of disenfranchisement.
The scourge of racism is often due to competition for limited resources and a ideology of superiority dominating a nation. The socio-psychological effects of racism adversely affects the continuity of a political structure thus, leading to inter-ethnic fighting and internal chaos within a nation.
The issue of starvation is often based on poor agricultural development/policies or limited employment opportunities. Unfortunately, being impoverished leads to amoral activities and crime.
It is the duty of the citizenry to fight against injustice. If you are willing to change a thing--you must be willing to sacrifice. If change necessitates the loss of life--its a matter of choice.

Poverty + terrorism
You are right we cant get countries to stop war we need to get people to stop war.
We need to get people to care about what they buy who they are buying iot from we need to make to stop the war machine
IF we draft men for war there is no reason we cant draft the men who make the weopons of war. Do not allow people to profit from the sale of weopons and WAR will stop.
