yes, it's rot... rot will lay dormant in the soil until it has the right conditions to attack... also, it could have already had rot when you bought it (very common).. cacti will not show signs of problems (most of the time) until it is way too late... so, throw that one away... soil and all... buy cacti from greenhouses or other places that specialize in plants rather than your local shopping center... place cacti in direct sun.. a south or east facing window... also, additional lighting can be achieved by using florescent lighting ( I grow most of mine in the basement using only florescent lighting during the winter and place them outside during the summer).. water about once every 5 weeks during winter and about once a week or every other week during the summer.. never let water stand in the reservoir

Just as they say. A cactus can shut it's roots down for the winter so it doesn't absorb any water but it still cannot stand in water. If you have it in a pot take the saucer away for the winter so it doesn't sit in any water. Also, protect it from freezing. We lost 2 four footers that were planted in the ground in a 4 night freeze. All the cacti we have in pots are brought up on the deck for the winter. Even with the freeze they were fine under the porch.

Your cactus got too much water, or it stood in water for a period of time after it was watered. Cacti need to have very sandy, well-drained soil; it needs to REALLY dry out between waterings. Think of a cactus as a plant in slow motion; everything about it is designed to hold water, so if it gets too much, the roots will rot, and it will drown, albeit VERY slowly.

The greatest cause of houseplant failure is over-watering. For Cactus during the summer water once a week and once every 2 weeks during winter.

Way too much water. Cactus really like it dry and only need to be watered once in awhile. Between waterings, let the plant really dry out and then water.
