The law can be challangedThe public often have the capability to provide input to persuade the council, but the council does not have to change their vote. The final decision is simply the majority of votes in the council present, provided there is a quorum, majority. The law, or ordinance can be challanged and be taken to court. The court can only decide is the law is constitutional. As stupid as it sounds, the court cannot decide if it is a good or bad law, that simply is not their jurisdiction.
