I had the same problem and the only thing that helped was when I switched to the hydrating creme concentrate by bee-luscious skincare this cream is the most amazing it has left my skin like velvet , then I use from the same company the mineral liquid powder foundation this goes on like an airbrush effect its truly the best kept secret but you can check it out on www.beeroyalproducts.com

There are make ups that have moisturizers as well. But they cost quite alot.
Try something like Mary Key, Avon, or Olay.
I know that they name brands (at least most of them) but they tend to work alot better than the others that you can just buy at a grocery store (not saying that you buy your make up from them)
Also what you can also do is use a foundation before applying eye liner or anything of that sort (i dont know if you do or not) this can also decrease the dryness of your skin.
Trying Mabaline's (i think i am not that sure if it is Mablaine) thier moose works really well, also Olay's white foundation that changes to fit the color of your skin may also work very well.
Another tip
getting make-up (eye color or whatever it is) making sure its oil based can help SO much! I know for a fact because i never was able to use foundations or any type of make up that was not oil based.
But the thing is, having a good foundation can make a big difference. It doesnt matter if your eye color makes your skin look dry or your blush, putting on a good moisturized foundation can help with the look of your skin. I strongly suggest you try the moose, it seems to work really well especially with dry skin. If that doesnt work, try getting Mary Kay its a bit more expensive but it tends to heal your skin and there are moisturizers you can put under the foundation to make sure that your foundation doesnt make your skin dry
Be careful if you think you will react to something, dont try it.
Other times its just safer and much easier to go without makeup

use a moisturizer under your make up. and don't put your makeup on directly after the lotion. wait 5-10 minutes. if you think your product truly works...you may want to look into changing your foundation if you think that is the problem.
good luck!

use Pond's Mend and Defend Intensive Protection SPF 15 moisturizer, I put it on before I put on my make up, and even after I have it on, my skin stays looking and feeling healthy. It really works.
