Can it be written by an individual and with enough signatures be forced into law without going through Congress.

You cannot technically "force" something into law. A bill must be passed through congress.

You can collect signatures and contact your state representative.

Keep in mind that it is our vote that puts those in congress in the first place. If people believe they are doing a poor job, are corrupt, or do not represent them, they can vote for "the other guy".

It just happened. The balance of power changed in this past election.

No. The Constitution give the power to make laws to the Congress. And the rules of Congress will not allow legislation to be introduced by private citizens. Only Congressmen/women can introduce it.

I do not think so. If you are talking about forcing a public referendum on an issue, I don't think that can be done or is allowed under the Constitution at the national level.

Only if preceeded by a national referendum. Not just on petition.
