i recently bought an Ip camera for security reasons and I want to be able to view it from anyware on the internet. i can view it on my own network but not anyware elses. Any one know a good site to upload?

If it is an IP camera, you don't need to setup a VPN connection. All you should need is a public static IP address. So in other words not one that start with 192.168..... You get it from you IT guy or ISP provider. As long as your firewall allows traffic from the WAN to that IP address you can access that IP from any computer. or u can the easier way is to install a program like pcanywhere, where u can acess your machine from any other machine via the internet
