Las Vegas.. people can come from other cities to watch their team play and gamble so you can easily jack up prices of single game tickets.

Las Vegas will not get a team in the NBA unless the commissioner can make a deal with the casinos banning action on their games- for obvious reasons.
St, Louis is a smaller city than is the perception. Would be tough to support hockey and basketball and come April, the fans only care about the Cardinals
Oklahoma City would be a good choice. Kind of incredible to see how those fans supported the Hornets during the New Orleans exile, plus Oklahoma does not have any major league sports franchises.
Columbus is too tied up with Ohio State, although they love the MLS team
Cincinnati is a big basketball city that doesn't have a team and would probably be good to support one.

First off, Cuban had been working his butt off for nearly 20 years when he bought the team(and in an industry that wasn't what it is today)..... but I guess one could consider that "QUICK" money...
but, if i chose a city, I'd have to go with where they have the All-Star game coming up, Vegas.
While the vices might be enticing to players, it would make for some great fans and be a bigger draw than Ok City.

I would say Las Vegas. It has no professional sports teams and it would be a fun place to go watch your favorite team when they were on the road. It is a large city and would likely support a professional team.

I believe that the Lakers had to pony up about $1 million to cover the overtime costs of the LAPD when they won in 2009. Says more about the degeneracy of the Laker fans than the generosity of the Buss family.

Columbus. Big city supports its teams. Already has facilities, could have rivals with cleveland, pacers, detroit.
