In the movie "Eraser", at the end of the film, who blew up the van outside the court house?

Arnold Schwarzenegger's and Vanessa Williams characters appear to get into the van after walking directly away outside the front of the court, Next thing... the van they were apparently supposed to have gotten in, is blown up, the following scene shows a man hole in the road underneath where the van is parked, with the man hole just being closed by someone.

that was Arnold and Vanessa going down the man hole. Arnold blew the van himself to give the bad guys a false sense of ease in thinking that they were dead.
