First, you want to start with a bat house with a good design. The Organizataion for Bat Conservation has developed a bat house with 80% occupancy rate. The house should be placed in an area that is high off the ground and receives alot of sun.

Bat house design plans and ordering information for premade bat houses can be found at:

Bats usually like wooded areas. You don't say where you live, but most species in the US like woods. If you don't have woods, you really might not have any luck. Plus, some bat species will not live in bat houses- some only live in tree canopies or caves.
There really is no way to lure them, unless you want to start a mosquito breeding ground. Lets say your house as an average amount of mosquitos, but your neighbor a mile down the road has 20 times the amount of mosquitos that you do....they will go there before they ever go to your house.

The house should be as high as you can get it (at least 10' off the ground) and exposed to sun most of the day. Here are some tips from Florida; if you search for bat, habitat, and your state name you'll probably get some tips.

Bat Boxes. IF they find a safe place to roost, also food supply if you have lights around to attract food for them. If you do the Bat boxes for them place it a liitle away from the house because they are not the cleanest of critters with the poop.

If you have tall treees by your house, you could set up a bat house in one of them. The hardware stores and hobbie shops should have them.

If you place your house strategically, they will come. Color of the house and positioning is very important. You might also try purple martin houses, they are excellent mosquito catchers also.
