Having it on the inside can cause irritation for the man. It's on the outside because if some sperm should leak into the female, the spermicide will help kill it in the vaginal canal.

It is generally effective for 2 hours, and should be inserted 15-30 minutes before intercourse.

The spermacide on condoms is virtually useless (do some reading)...also, if it were on the inside, it would make it difficult for the condom to stay on as it would want to slide off as if greased...

If spermacide is to be used, it should be purchased separate from the condom and used, but be sure the type purchased is okay to use with latex (or whatever type of condom you use).

"A distinction must be made between spermicidally lubricated condoms and condoms with an additional spermicide. The first is a condom which comes in its package already lubricated with a spermicide. The latter is a condom that is used in conjunction with a spermicide in a foam, film, or gel form. Using latex condoms and a vaginal spermicide is more effective in preventing pregnancy than using a spermicidal condom, which does not contain as high a concentration as the foams or gels. "

If you felt this would help in killing the sperm to put it on the inside of the condom, I guess you could. But the condom would be slippery and come off during sex.
