issues of deinstitutionalization emerged around 1955. From 1955 to 1980, most community mental Health programs and services in community mental health centers focused on patients' deinstitualization and their re-habilitation in the community

In the 70's, laws regarding deinstitutionalization were put in place along with alternatives to this movement.

Gerald R. Ford was president between 1974 and 1977 and the first to issue these laws.
