how do i make forum avatars?

hey ive always wanted to know how to make forum avatars you know the ones like they have a picture of something like footy star and is flashes words how do you make them ?

Avatars are usually small gif or jpg images. Any good image editing software can do the job. The ones that "move" are almost always animated gif images.
